KAIFA in Uzbekistan: Empowering Central Asia’s Energy Digital Transformation with Proprietary Technologies and a 10-Million-Level Capacity Metering System

In recent years, Uzbekistan has significantly accelerated the modernization of its energy sector, supported by rapid regional development and international infrastructure partnerships. At the heart of this shift has been Shenzhen Kaifa Technology (Chengdu) Co., Ltd. (KAIFA), which in 2015 began the R&D process for Uzbekistan’s national energy metering project. Following a multi-year deployment, KAIFA successfully established the Central AMI System (CAS) and transitioned into a lifecycle service provider, ensuring continuous operations and maintenance (O&M) through a long-term collaborative partnership.

Developed entirely in-house by KAIFA, this highly tailored system has been deployed across Uzbekistan’s 14 primary administrative regions – from its 12 provinces and one autonomous republic to the capital city of Tashkent - in turn improving energy reliability for nearly 38 million citizens.

As a robust solution designed for national-level energy management, the CAS spearheads a seamless data lifecycle from end-device connectivity and telemetry acquisition to data validation, automated retry mechanisms, and downstream billing enablement. While architected to scale up to 20 million devices, the platform currently manages a fleet of over 10 million smart meters, featuring multi-vendor compatibility with more than 50 different meter models. It reliably ingests and processes 1 billion multi-source data points daily - such as profiles, events, communications, and third-party inputs - centralizing data collection, consolidation, and intelligence for the entire national power infrastructure.

As one of the largest Advanced Metering Infrastructure (AMI) deployments in Central Asia, the project serves as a key benchmark for regional energy modernization.

 

Constructing the CAS in a Complex Operating Environment

At Regional Electric Power Networks JSC of Uzbekistan (REPN)’s Data Center in Tashkent, a massive central screen flashes with real-time data from millions of smart meters. Just a few years ago, this very scene was a distant vision, fraught with formidable challenges.

Facing a fragile grid, frequent blackouts, and severe line losses, power-starved Uzbekistan desperately needed a turnaround. Despite financial constraints, Uzbekistan’s Ministry of Energy embraced digital transformation as a strategic imperative. To support this vision, the Asian Development Bank provided funding for a national metering project, deploying digital solutions to secure the critical "Meter-to-Cash"(M2C) financial closed-loop. Reality, however, shattered expectations. The immediate hurdle was technical: the local grid defied laboratory simulations, characterized by constant outages, extreme voltage swings, and harsh signal noise. Following the initial rollout in Samarkand's dense power supply zones, the data collection rate in certain transformer districts crashed to zero. Fanhua Zeng, Director of the System Software Department at KAIFA, noted, "Even with a top-tier, internationally standardized communication solution, fine-tuning is still essential to navigate the complexities of real-world power grids."

To fulfill the core mandate of M2C, KAIFA integrated hardware adaptation, communication acquisition, anti-tampering, and data governance. This created an end-to-end capability that ensures data is reliably collected, securely managed, accurately processed, and effectively applied.

· Multi-vendor Integration: Enables multi-vendor interoperability by successfully integrating devices from multiple mainstream manufacturers, adapting to 53 smart meter models, and achieving 100% nationwide business coverage in Uzbekistan.

· All-Scenario Connectivity: Manages tens of millions of terminals by overcoming complex environments through a hybrid of G3-PLC, RF-LoRa, and 4G/2G technologies, perfectly adapting to voltage fluctuations, signal interference, and cross-regional deployments.

· End-to-End Data Management: Consolidates metering data across disparate regions, communication protocols, and vendors into the CAS platform. By leveraging high-frequency collection, automated validation, and anomaly localization, the system transforms raw data into actionable insights for billing, load analysis, anti-tampering analytics, and energy dispatching.

· Multidimensional Anti-Tampering: Features a dual-layered protection system from smart meters to the central platform, enabling precise identification of unauthorized power usage to erect a robust security barrier.

· Extreme Environment Adaptation: Engineers hardware to withstand extreme temperatures from a staggering -40°C to 75°C, while significantly enhancing surge resistance and voltage fluctuation immunity to ensure long-term, stable operations under harsh conditions.

 

Beyond the technical, the team was equally tested by a deficit of local trust and severe logistical strains. Initially, KAIFA was a complete newcomer with no brand presence in the local market. Meanwhile, rail freight capacity from China to Central Asia was running extremely tight, even as the client demanded the rollout of a million meters on a punishing timeline. Any single obstacle was enough to derail the initiative. Yet, KAIFA leaned into the friction, systematically resolving every crisis through operational expertise and sheer determination. "Faced with an incredibly urgent delivery timeline at the onset, the team remained fully committed, focusing entirely on turning our technological strengths into delivering tangible value and operational excellence to clients, " said Lanyan Jin, President of the International Marketing Department at KAIFA.

 

Evolution from Smart Metering to Integrated Energy Solutions

To maintain quality control over costs, system integration, and delivery timelines, KAIFA prioritized the in-house development of its end-to-end AMI platform.

From 2015 to 2017, KAIFA adopted a pilot-first strategy. When a sudden crisis caused the data collection rate to temporarily drop to zero, the engineering team analyzed the data packet-by-packet and troubleshot the system stage-by-stage. Their ultimate optimization led to a dramatic surge in the collection rate. Witnessing a direct, substantial boost in revenue, the client’s attitude shifted from cautious hesitation to enthusiastic promotion. Bo Huang, Director of Delivery and Operations at KAIFA, noted, "Field performance in complex, real-world environments is the primary metric of system viability."

Following the successful pilot, KAIFA officially signed the contract with KT Corporation in 2019 for Uzbekistan’s CAS, marking the comprehensive rollout of the system to efficiently manage tens of millions of smart meters nationwide. In 2023, at the national energy forum hosted by Regional Electric Power Networks JSC of Uzbekistan, the two parties signed a national metering system O&M agreement. This milestone marked the successful end-to-end value realization for KAIFA's strategic system solutions.

From the initial pilot to the CAS deployment and long-term O&M, KAIFA has anchored the entire journey with its proprietary R&D. The highly customized system evolved through generational upgrades from version 1.0 to 4.0, completing a transformation from basic functionality to high efficiency and ultimately to "industry-leading."

Operational Outcomes: OPEX Reduction, Revenue Protection, and Grid Decarbonization

The operational outcomes have been transformative. Upon full delivery, the project successfully transformed traditional utilities from manual meter reading, fragmented reconciliation, and reactive revenue collection, into an automated, unified ecosystem powered by proactive anomaly alerts and remote-control capabilities. These quantifiable gains reflect a sustainable operational transformation achieved through the seamless onboarding of over 10 million smart meters, the reliable ingestion of 1 billion multi-source data records daily, and a 3-hour execution velocity for core telemetry collection and automated retry mechanisms.

Meanwhile, operational labor costs have dropped significantly. The former system - plagued by manual meter reading and severe revenue leakage - was replaced by an intelligent solution featuring real-time collection and remote control. By automatically capturing load profiles at high frequencies, the system detects and resolves anomalies instantly. Remote monitoring has also effectively curbed electricity theft, enhancing power equity and community safety. Consequently, grid losses have decreased markedly, saving massive amounts of wasted electricity annually and reducing carbon emissions by tens of thousands of tons. This smart metering infrastructure further lays a solid foundation for integrating future distributed PV and energy storage, powering the nation toward its renewable energy targets.

Recognizing this technological prowess, Uzbekistan’s Ministry of Energy proactively invited KAIFA to serve as the strategic technical advisor for the REPN Data Center. Today, the CAS does more than just manage tens of millions of smart meters and data concentrators nationwide - it serves as the bedrock of the country's sovereign energy data infrastructure. Engineered with a highly available architecture for seamless, uninterrupted uptime, the platform orchestrates nationwide billing and financial settlement synchronization within a tight 6-hour window. This unprecedented velocity provides energy authorities with a real-time, granular view of load profiles, grid anomalies, and regional consumption trends, enabling highly informed, data-driven national policy decisions.

Regional Expansion Across Central and South Asia

The validation of the CAS in Uzbekistan has helped expand KAIFA's business footprint across Central and South Asia:

· Tajikistan: KAIFA entered the market as an EPC (Engineering, Procurement, and Construction) general contractor, executing medium- and low-voltage distribution network reinforcement and line modernization projects across seven cities, including Dushanbe.

· Pakistan: KAIFA secured its first smart metering project, supporting the utility sector's transition to automated energy management.

· Kyrgyzstan: KAIFA is actively participating in the national Power Sector Modernization and Sustainable Development Project.

These regional opportunities leverage the technical validation and delivery methodologies established during the Uzbekistan Project, demonstrating the scalability of KAIFA's software and hardware solutions from localized municipal grids to national-scale utility networks.

 

Capability Development and Future Strategy

Reflecting on this years-long project, KAIFA’s rewards stretch well beyond contracts and acclaim. Through extensive on-site rotations in Uzbekistan, a cohort of young R&D and testing engineers gained deep industry expertise and matured into senior international technical managers. Beyond conquering complex site challenges, they mastered utility business dynamics, client priorities, and the full lifecycle of project delivery.

Furthermore, the project endowed KAIFA with a transformative upgrade in organizational management, moving away from a historical model focused primarily on hardware supply and after-sales support. By successfully executing this initiative, KAIFA institutionalized a robust global delivery and O&M ecosystem - incorporating localized subsidiaries, workforce structuring, rigorous safety codes, O&M standards, and highly streamlined cross-border management.

Looking ahead, KAIFA's strategic roadmap focuses on expanded energy applications. The Vice President of KAIFA, Jackie Yan, stated, "Building upon the national-scale data management expertise garnered from the Uzbekistan project, KAIFA will continuously drive the integration of its AI big data management platform with the CAS. Focus will be placed on scenarios including load forecasting, anomaly detection, line loss analysis, and energy dispatching, steering the smart metering infrastructure through a profound evolution from a 'data collection platform' into an 'energy data operations platform.'"
